In an effort to help address the supportive and affordable housing shortage in Polk County, Outreach is developing a portion of our property to build rental houses. These houses are available to Polk County residents.
Phase 1 of our development was completed in March 2023 and includes four homes -
The three 2BR/2BA houses were started at Polk County High School (PCHS). PCHS Construction students, led by instructors Keith Rimer and now Eric Morlino, completed the exterior shells which include framing, installing and painting exterior siding, windows, doors and the roof. Once the houses were moved to Hope Valley Lane, RimerCorp finished out the interiors of the houses and completed the remainder of the work. |
Generous donations from Suzanne Plumly's Estate, Ann Jacob Tom's Estate, the Bradley Fund at the Polk County Community Foundation and donations from Outreach donors made the construction of the Phase 1 houses possible.
Phase 2 of our property development project was creating important infrastructure so we could continue to build additional homes. Dogwood Health Trust awarded a generous grant to Outreach in 2021 to cover the costs of clearing property, building a bridge across the creek that runs through the neighborhood, installing sewer and water, cutting in and paving roads.

Dogwood Health Trust awarded a generous grant to Outreach in 2021 to cover the costs of clearing property, building a bridge across the creek that runs through the neighborhood, installing sewer and water, cutting in and paving roads.
Phase 3 is scheduled to begin in 2023 and will be a mix of different sized houses. In addition to the 4th house the PCHS Construction Program is building for us, we are planning to construct a couple 1 BR/1 BA duplexes, 3 BR / 2 BA houses and several 4 BR / 2BA house to better accomodate larger families. Further, we are partnering with our County and Crossnore Communities for Children and expect to build two homes that will be part of the Professional Foster Parent Program pilot. A total of 13 additional homes are planned for phase 3, which will be located in the area across the creek.
Thanks to Darren Meyer with MKSK, a planning, urban design and landscape architecture firm in Greenville SC, our neighborhood design is coming together. Our plans include a walking trail around the property, green space and gardens and easy walking access to shopping and restaurants in Columbus.
